[HELP: Coloring]

So, I was starting to create some Original Characters for some contests, and even for a little series that I thought about making with these characters. I started to think about the colors that I wanted to make them, what color eyes, hair and clothes should be. I colored a character with some color pencils, but my scanner did not do it justice if there was any.

So I'm not sure where I go from here. A friend of mine that works with photoshop a lot said that I COULD color it there, but it wouldn't come out as well as I would hope. He told me to check out this program called Illustrator? So I may just have to do that, though I know its probably going to cost me an arm and a leg.

ANYWAY, Does anyone know if there is a program that does good work without losing a limb to purchase? If you do, please let me know. That would be great. Thanks!
